Heat Pumps Rebate Form (pdf) Air Conditioning and Heat Pumps Information Sheet (pdf) Air-source or ground-source heat pumps must be connected to PPCS’ load management system to qualify for rebates. Air-source heat pump performance is measured as Seasonal Energy Efficiency Ratio (SEER). Ground-source units are 300 percent efficient and are rated with an Energy Efficiency Ratio (EER).
